Venezuela's Ambassador to Ghana, H.E. Jesus Garcia, paid a courtesy call on Deputy Minister for Foreign Affairs Hon. James Gyakye Quayson on 28 October 2026, proposing Memoranda of Understanding across six sectors — cocoa processing, oil and gas, aviation, education, tourism, and military cooperation — with the stated aim of elevating bilateral relations in the spirit of South-South cooperation, according to Ghana's Ministry of Foreign Affairs.

Ambassador Garcia, who is resident in Abuja, highlighted Venezuela's position as holding one of the biggest oil reserves in the world, arguing that cooperation with Ghana in the energy sector would be mutually beneficial. On cocoa, he disclosed that Venezuela possesses technology that could help Ghana reduce losses caused by cocoa diseases — a point framed as one of the more concrete potential gains for Accra.

Garcia also announced the Venezuelan government's intention to open a resident embassy in Ghana, describing the country as the most strategic within the sub-region, citing historical bonds of friendship dating to the establishment of diplomatic relations between the two countries in 1969.

Ambassador Garcia also congratulated Ghana on the adoption of a Ghana-led UN General Assembly landmark resolution on 25 March 2026, which officially declared the transatlantic trafficking of enslaved Africans and racialized chattel enslavement as the "gravest crime against humanity."

Deputy Minister Quayson expressed gratitude for the visit but raised the current political situation in Venezuela directly, saying he hoped it would normalise soon, as "no situation is permanent." He nonetheless affirmed that Ghana believes there is more to gain from working with like-minded countries such as Venezuela within South-South frameworks.

Quayson also referenced the African Continental Free Trade Area (AfCFTA) as a major trading initiative for African economic development, and indicated that the time has come for Africa, the Caribbean, and Pacific nations to pursue closer economic cooperation for a common purpose.
